Both formal and informal entries are subject to the Merchandise Processing Fee (MPF). For formal entries, the MPF is calculated at 0.3464 percent of the entered value of the merchandise, not including duty, freight, or insurance. For fiscal year 2019, the MPF is subject to minimum and maximum thresholds of $26.22 and $508.70, respectively (see Federal Register Notice). For example, if 0.3464 percent of the amount of your merchandise is greater than the maximum amount of $508.70, you are only required to pay the maximum amount of $508.70.

MPF for informal entries ranges from $2.10 to $9.44 per shipment.

In accordance with the Fixing America's Surface Transportation (FAST) Act and the Consolidated Omnibus Budget Reconciliation Act (COBRA), the MPF is subject to increases each fiscal year. The increases are tied directly to the Consumer Price Index for the preceding 12-month period and, if necessary, CBP will publish a notice in the Federal Register at least 60 days prior to the effective date of the new fees and limitations.
